Senator Benjamin Cardin (D-MD) conducts a series of seminars on the workings of the Congress, including sessions on the legislative process, how different interests influence outcomes, and ethical issues.

“Given my background as a congressman and a 20-year veteran of the Maryland General Assembly, I want students to have a practical understanding of how legislatures work and the internal and external pressures that are exerted on them. My goal is for students to have an understanding of the role played by ethics, institutions and society in the formulation of public policy. Current topics such as campaign finance reform, code of conduct and partisan and constituent pressures are explored. In helping students understand these issues, I use the Socratic Method so that by active questioning and discussion students can gain a greater insight into how these forces shape policy.”
