Briefings for Baltimore City Council

The Johns Hopkins University Institute for Policy Studies (IPS) organizes briefings for new city council members and, from time to time, for the full city council. These briefings address the gamut of urban issues from economic development and poverty to the new regionalism. Speakers include community activists and well-known city consultants like Camille Barnett, former chief operating officer of the Financial Control Board of Washington, D.C.

IPS faculty also contribute to the briefings, reporting on current issues facing Baltimore City such as sales price trends in city neighborhoods, drug policies, welfare training programs and the living wage.

Sessions on regionalism often draw leaders from the counties surrounding Baltimore, including council representatives from Harford, Howard, Baltimore and Anne Arundel counties. The panel featured Major Barry Powell of the Baltimore City Police Department; Barnett, the city consultant; Mary Matheny, director of the Citizens Planning and Housing Association's regional campaign; and David Donohoe, executive director of the Allegheny Regional Asset District in Pittsburgh.
